Currently, the Webex REST API supports a limited scope of when end user attributes can be modified by admins under the /v1/People methods, but we really need the ability to GET and PUT the end user settings exposed via /v1/meetingPreferences to be able to programmatically change settings for VIP users to avoid having them to make changes themselves via preferences on the Webex site.

Under the Meetings REST API guide, it specifically mentions that only "schedule/update/delete/query meetings on-behalf-of" and "list/query/delete recording on-behalf-of" are the only methods supported on an Admin level.
