webex control hub: telemetry for diagnostics and quality

as part of overall Assurance and AIOps support from Cisco it would be really beneficial if Control Hub supported an event model where clients could subscribe for specific data such as video/audio issues

Performance reports should also be available to determine where issues are arising. eg. video packet loss
