Change the default for Call Center whisper setting to DISABLE

Comcast is getting ready to start production deployment for a large restaurant chain, hundreds of sites, utilizing Call Center feature on Webex Calling for Carrier.

Currently the default setting for Call Center is enabled. The request is to change it to disable the call whisper, as it would avoid having to change the setting for each call center one by one.

Or alternatively, would like to have the option to disable for the entire customer organization without having to go into the configuration for each site.
