Make First user not Admin

Currently when a org is created in control hub the first user provisioned is an Admin. This is a problem for partners as it allows users to go in and adjust settings even though restrict by partner is on. Would be ideal if we could limit what the admin has the option to change or only provision orgs with External Admins.

    The customer needs to be able to access their environment, and cannot be locked out of Control Hub. Suggest the partner speak to the customer with respect to making changes if that is what the partner desires.
