CMS - Add Moderated Unmute Mode

In some usecase there is a need for hosts to unmute a participant, without asking him his permission (like in a classroom, or meetings with interpetors for example).

This feature is available in Webex since 41.2 version.

It would be great to add it in a coming CMS release.
