Webex API should be more user friendly

We are using the Webex API to provision Webex for Broadworks subscribers. If a business in Webex exists but there is no admin user assigned to that org, then the API user cannot create any more subscriptions in the org. Suggest that this should be changed so that the API user, that is listed as an External Admin for all customer orgs, can provision any new user at any time

    the only way to solve the current problem is to create the first user as a dummy user (in every enterprise/org) only with softphone package but with admin privilege.
