Webex Call Add in for MSFT Teams should cache speed dials locally instead of loading them on each tab selection

Currently the Webex Call Add In v1.2.0 for MSFT Teams is loading all content on Tab selection from the cloud.

The stored speed dials should be cached locally on the machine to decrease loading time together with the rest of the static content of the Add In.
