Hello Team ,Firstly if this feature is to hide the list of participants , so what is the use of it when it disclosed via thumbnails.
It's totally depends on you how you see this issue , because it's a misconfiguration according to my infosec career.
But I would like to suggest you some mitigation to solve this issue- If host set list is hidden , so in thumbnail only show the host or other which is not hidden & hide other participants from thumbnails too.

When we are scheduling Meetings, >Scheduleing Options >Edit Meeting Options> NOT ABLE TO DE-SELECT VIDEO. We wil need to disable VIDEO. Here Video Is by default selected.
When we are scheduling Meetings, >Scheduleing Options >Edit Attendee Privileges >De-Select "View Participants List" . When we de-select View Participants List, we can still see participants list in Thumbnail and Grid View. So Please request to give option to disable thumbnail and Disable Grid View when we host meeting.
