Change the "SSO Protocol error" Error message form.

"SSO Protocol error" Error message appears for users that don't have a meeting license and added to a WebEx site that has SSO feature enabled. My customer requesting to change the error message form as it is misleading as it says there is an SSO error.
He wants to change the error message form to another form that explains more the cause/ reason behind this behavior.
