Add the ability to remove GIF options from spaces

Some of our larger BU's would like the ability to remove GIF options per space dependant on user base. Right now, GIF is global. Get this control down to the space level

You can enable and disable gifs using a toggle in control hub. Please see link attached: https://help.webex.com/en-us/sfaicp/Remove-the-GIPHY-Integration-from-Webex

I don't want to disable it globally. I need to disable them per Space or per BU

that is, we want to allow GIFs in many spaces, but not in some or all spaces

We already know we can disable GIF's globally, the request was to extend control more granularly down to the Spaces level
