Set device configuration templates

We need to be able to set configuration templates when adding devices.

For example, hiding buttons, or swicthing on room sensors etc. It is great that you can do this in bulk now, but when adding new devices, more often then not, people forget to set these. We need a way to push a standard set of configs when deploying devices.

Also, we need a way to enable local user accounts on remote devices. some of our devices are on remote LANs that we do not have access too and therefore as an admin are unable to pair touchpanel due t the lack of local admin accounts
