Currently the experience for participants who join an already ended meeting is they are joined to a phantom meeting where audio and video is not connected/disabled but chat is working. The experience for a participant who joins a meeting late and the meeting has ended early should be a message pop up to the incoming participant that the MEETING HAS ENDED.

A handful of my users experienced that this morning.

Webex Meeting scheduled for 8:30am

• Meeting started by HOST (8:25am)

• Meeting ended by HOST (8:31am)

• First "late" participant joins at 8:32am

• Additional "late" participants join at 8:33am

All "late" participants sit in meeting window with no audio or video connected (but able to chat).

If the HOST has ended the meeting, I would think it should be ended.
