Panel management improvements

  1. Give users a new Preferences option to manage and save which panels they want visible/current in their meetings and events by default - instead of making them have to Manage Panels in-meeting every time. Of course, the ability to change it in-meeting should still be available.

  2. Make it easier in-meeting to manage available panels. Instead of having to go to View > Panels > Manage Panels, or right-clicking to invoke Manage Panels, why not have all the panel options available/ability to turn them on under a More options in panel meeting controls?
