To extend the current design architecture of webex and NOT require uploading ALL users of an org, it should be possible to redirect users from the Webex login page to a shibboleth login (like e.g. eduGAIN, DFN-AAI, bwIDM) and then also to allow users to be implicitly "provisioned" while logging in via entitlements to spare the IDP the process of requiring a fragile user email account to be mandatory pre-provisioned while still allowing users to alter their email on webex.com and thereby breaking their user profile into an entirely unusable state (which they themselves cannot even recover without help of the IDP NOC).
