Allow the ability to administratively modify the options when sharing files from Sharepoint or OneDrive

When you administratively enable a MS tenant with Control Hub, you are unable to change the default "People within your organization" to make "People in this space" the default. The options don't honour what the settings are from the tenant and create a risk that you could inadvertenly share a document with the org, and only have intended to share it with the people in the space.
