Allow host to disable self-unmuting for individual participants

It would be helpful for the host to be able to individually disable the ability for a participant to unmute themselves. Some participants in large-scale meetings have difficulty waiting for their turn, and repeatedly remuting a participant is not a good use of a host or cohost's time.
