Email customization is disabled for new Webex accounts

Webex sites created after July 6, 2019 will have the email customization feature disabled by default.

If the mail customization function is disabled on a site, do not display the mail template editing screen itself.

Or, use a pop-up window to show that the mail customization feature is currently disabled on the site.
