Allow Transcription to be enabled for all customers by default

There should be an option in Control Hub, for a partner to choose that transcriptions be enabled for all orgs rather than per site. It just leads to customers with premium licenses to call in to our support desk to ask why they don't have it enabled.

Or even better allow it to be enabled via API
