Need to disable video for webex meeting from desktop

Set of user should not have the start video option in the meeting , but their CMR should be enabled . As a workaround we have suggested customer to use a NEW Session type. However it would be better if we can have the option in the same session type that the user start video feature to be disable and the CMR feature to be kept enabled .
