The Jabber default audio choice 'keep using the current microphone or speaker' should be an xml configurable parameter to allow 'switch to the new microphone or speaker' to be the default if required.

We've already tried this parameter and it doesn't appear to work. With a fresh install of either 12.9.5 or 14 we find that any new audio device is immediately put to the top of the list and used. It just ignores the parameter. In addition the 'keep using the same device..' button does not change which would be confusing for the users anyway.

there is already a parameter for this:
HeadsetPreference
Applies to Cisco Jabber for Windows and Mac
Specifies whether Cisco Jabber adds a new audio device to the top or bottom of the device priority list. The device priority list is in the Advanced audio settings.
PreferNewDevice (default)—Cisco Jabber adds the new audio device to the top of the list, and makes it the preferred device.
PreferOldDevice—Cisco Jabber adds a new audio device to the bottom of the list, with no change to the configured preferred device.
please be noted, this only applies to "NEW" device, which means Jabber has never seen this device before.
and this parameter is for a default value, once user has changed the settings, user's preference will always override the parameter's value.
