Increase Webex Monitoring Service Polling

While the Webex monitoring service polling of 5 minutes helps with large scale issues, it misses many of the sporadic issues with latency and packet loss we might see. Increasing this resolution to allow a decreased poling interval would assist in seeing issues more clearly. We're seeing intermittant spikes in our latency currently and sometimes the testing sees that but often it misses it.
