Remove free meeting/messaging from API provisioning

When we provision a new user through our API automation, the following licence ID's are required

- Free Meeting
- Free Messaging

We would like to remove these, so that our users will not be provisioned with any instant messaging available in their client. Right now we can manually do a bulk import and check those licence ID's to FALSE but this is a very manual effort
