Turn the camera on automatically when speaking / turn it off automatically when not speaking

Webex should have a feature/option to Turn the camera on automatically when speaking / turn it off automatically when not speaking ?

Especially when someone else is sharing their screen. As an instructor, I often have overseas students that don't have the bandwidth needed to support a constant video stream. If their camera could be turned on automatically only when they speak, they may mitigate this problem to some degree.
