Improve API permission granularity

We are using the meeting:admin_schedule_read API permission in our application. Some clients are hesitant to approve schedule read permission for 100% of the users in their organization.

There should be a way of creating and reading meetings for multiple users in the organization with a single admin authorization, with some more granularity. Maybe users could be split into "groups" or something.

Main pain point is executives who may have confidential events that shouldn't be visible from the API.

Another alternative would be to implement a "shared" scope, like Microsoft does with their Graph API. So if user Jane authorizes a non-admin scope, Jane can read and write meetings for herself, as well as anyone who shared meeting access with her.
