Remove Activation Code Creation Option for users

User can create and add their own devices in the Webex App under setting. This should be removed as it allows users to enable the service. The admin should be able to have the option in Control Hub to disable this "Create Activation Code" in the App itself.

    The need to disable code creation for users is needed for the whole option.

    That includes the option under settings during a login to the Webex Site in the Browser, too.

    I will add to deactivate this option on CUCM on-prem only installations.

    Admins should be able to control if they allow users to create their own activation codes for devices or NOT.
    In case they are not allowed the option should not be presented in the Devices Dialog.
