Per org management of API generated reports

The current API limits visibility of generated reports to who generated the report. The org has a limitation of 50 reports.
https://developer.webex.com/docs/api/guides/admin-api#reports-api
This means that any given user can max the limit without any indication of who has done so and without any ability to directly resolve the issue.
Allowing for admin of the site to see and manage all reports on the org seems fundamental.
