I'm having this exact same problem, with SR 696225843 open about it right now.
No progress, just push back saying "Unfortunately by design that is not possible. The Outbound Caller ID is set per location".
Weird that I could do it with UCM on prem, and others with net2phone and 3CX do not have this limitation.
@Alec Walker, your reply to the original poster doesn't make sense. OP is asking about setting the External Caller ID number for users in different locations. Your reply talks about "configurable name for locations", which is not what OP was asking about.

Support for a configurable name for locations is going to be released in CYQ4-2021. This is not an enterprise-wide setting, but it is a setting that can be applied at the location level. A corporate-wide setting is something we can consider for the future.
