Permit use of JQL when creating notification

Permit use of JQL when creating notification for Jira Cloud integration

The current integration can only create the most basic of queried for notifications. (The default query doesn't even work.) However, you can (with proper permissions) go into Jira administration and update the JQL portion of the query. The WebEx integration should provide this access without having to edit Jira. (Or, get rid of the integration and just share instructions for creating the webhook in Jira proper URL for use in the webhook creation.
