Add ability for Event (New) templates to be shared between hosts

Right now only administrators can share Event templates and only to all hosts. It would be great if a host could make their own template and share it with another host. Even if the sharing of the template to all users was only something the administrator could do. A host could create the template, share it with an administrator who can proof it and share it with all if needed.

    This is still really needed.... Right now any users who want to create a template that they can share, have to submit all the changes from the default to an administrator who can create the template and share it. This is an awful process. If a user could be allowed to share a template to another user, they could share it with an admin, who could then share it globally.
