Add Cairo as a region when registering for an event

Currently there is a flaw in the region setting in the registration page for events. There is the option for "Egypt outside Cairo" but not an option if you do live in Cairo. We have a lot of participants who want to join one of our events from Cairo but there is not an option that represents them.
