Allow Admins to Merge Webex User Accounts

We often have contractors who work for us for a period of time before being hired on permanently. During their contractor period, they are given a contractor domain and Webex account or they use an account provided by vendor. Upon getting hired, they are given an employee domain and Webex account. This new account has no access to the employee's contractor account history such as 1-on-1 chat history. This creates a problem for new hires that are transitioning from Contractors.
