Ability to add more than one factor in threshold rule

when creating a threshold rule there are lines of business that have more than one Skill associated to them. rather than getting a notification per Skill we would like to be able to create a rule that can lump all the skills together so not to overload mailboxes and send information out accordingly.
This would apply to not only skill, but other entities that may have more than one selection such as TEAM etc
