Add user groups without AD sync

Means within the Control Hub Management menu to add/define user groups, similar to those available for adding users (CSV, manually), without AD or similar. This can help maintaining users and licenses, for example by faculty or department, without the need to synchronise internal information, especially when this is against policies.

    Not sure if this is the right way to add more info, please find below some details.

    Having a group information about each user and the possibility to search or filter users by group helps checking licenses distribution while they are allocated per group (faculty, department etc.), each one having a limited number of licenses as they requested. In other words, before tender procedure, each department requests a number of licenses, so Webex administrators have to check this number is not exceeded and/or reallocate them when possible.

    Organization policies may require that information about users is kept inside, so access to various resources like Microsoft 365, Google Workspace, Webex and similar is done via tools like Shibboleth, without synchronisation to external parties of all information existing in the institution internal authentication system. At this time, groups can be added in Control Hub only using a sync process with institution's AD, but, as stated before, this can be not permitted by internal policies. On the other hand, as in Control Hub users can be added using a CSV form or manually too, it would be great to have a similar way to define a list of groups. Existing users can be distributed to groups, while adding manually new users form will include, for example, a drop-down list with groups to which the user belongs and a new column for group information to be added in the CSV form.

    Selecting multiple groups may be also an option, if it does not complicate to much.
