Create quote message option only for partially selected texts in Webex app

Currently in a Webex app space, "Quote Message" option takes the entire chat, is it possible to have quote message option only for partially selected texts?

Edit: Also, when ‘quoting and forwarding’ a message, to display the time of the quoted message.
