Option to restrict customer administrators from adding new phone numbers

At the moment the customer administrators can add any new phone numbers in the Control Hub even if those phone numbers don't belong to the customer.

It would be useful if the partner can restrict this option so that only the partner can attribute the phone numbers to the customer.

Then the customer can only choose to which user the phone number will be attributed.

    Plan for location-based admin will limit control of a location such that PSTN and number management is handled through another privilege level. Currently planned for 1H FY23.
