Notify users when sending a message for user who don't have messaging license.

Notify the user when sending a message for user who doesn't have messaging license.

When sending a message for users who don't have a webex account nor for users who don't have a messaging license, customer would like to have notification or a pop-up message inform them that "This user don't have a webex account" or "This user will not be able to view your message".

This feature would be helpful for those who are migrating Phone Mode only Jabber clients onto the Webex App. Today if a Webex App with Messaging licenses texts a Webex App without Messaging license (ie, a Phone Mode Webex App), the message sender would assume the Phone Mode Only Webex App received the message, as there is no notification to the sender that the message could NOT be delivered. Reason for disabling messaging in the Webex App is HIPPA.
