Site Level Default "off" option for "Automatically Connect to a Device"

Large corporate customer has some users and ELTs that are connecting to the device automatically and ending the meeting by accident. The customer would like the option to choose the default for their site "Automatically Connect to a Device" to be "off" instead of having to do so individually which is the method today.
