Increase message payload size to accommodate meaningful adaptive card in attachment

The message payload size is currently 7439 bytes. This is not enough to have a meaningful adaptive card attachment. Almost all the cards we want to do exceed this size. Doing multiple cards degrades the user experience.
We abandoned using card and the project.
