Enable webexteams:// protocol to work on mobile devices

The webexteams:// protocol only works via desktops at the moment. This should also work via mobile devices so that if the device has the application installed, users can click on a link that will open a chat message window to the specific user.

    This would be great, as it could be used with QR codes as well. Contact sharing / conversation starters via QR Code scanning.
