Watercooler bot - Time of day

It would be really helpful if you could configure the time of day the pairing gets sent. Either that or take the local timezone into account, so that wherever you are based everyone gets it at say 9am.

The pairing happens at 10pm for us. But our work hours are 9am to 4pm so we don't see it till the next morning
