A business case would be: customer has an administrator that schedules all the meetings for different courses for all the teachers, however only the admin/scheduling side has the option to start the meeting, while the others teachers only have the option to Join. customer currently has 3rd party LTI that allows to set the host/substitute host, but cannot find some native configuration at Moodle UI
