Add Admin access to user profiles to make requested changes such as

adding a delegate, changing PIN or saved phone number (e.g., removing punctuation that is causing issues see idea # WXCUST-I-5912) in Control Hub.

    Is this a calling ask? Within Control Hub there is the ability to reset a users voicemail PIN or set a default PIN for Webex Calling. Is that the feature to which you are referring?
