Analyzer report scheduler enhancement -- add report timezone option

As a reporting user I would like to schedule analyzer reports with an option to specify into which timezone convert report's date/time values. Currently all scheduled reports are generated in tenant timezone which is not helpful for global deployments with sites spread across many timezones.
