Allow Embedded Webex Apps to launch and/or download software that's required for the meeting

For applications that rely on virtual cameras it is important that the embedded app can launch the virtual camera client on the consumer's machine. If the consumer doesn't have the virtual camera installed yet, it is also important to allow the consumer to download the virtual camera from within the embedded webex app.
