The customer would like to be able to assign a name (Caller ID) to an external number. That way when the number calls them, they would be able to see the name.
Org wide: You may create a virtual extension for that number. In case it calls in, you will see the name.
Personal: Create a contact with that number.
Organizational contacts are planned, ie. some kind of central phone book.
