Cancelling a meeting on behalf of a User and send notification to all atendees

It would be quite useful to be able to cancel a meeting on behalf of the host. In some scenarios, the host will have limited access to his resources and will not be able to cancel his meetings. Even if this feature is limited to the site admin(s), yet it needs to be available.

Also, cancelling a meeting that has been created through the WebEx Plugin for Outlook, if the meeting is cancelled from the Web UI it should send a notification to the atendees letting them know the meeting was cancelled.
