Partner Hub to have the option to set global shortcuts for all Customers.

As a partner, we have several links that we would like to have exposed in the Webex client interface for our Customers and their users. Shortcuts are the obvious solution, but currently can only be set on a per Customer basis. We would like the option to set global shortcuts at the Partner Hub level.
