While Outlook is able to sync status according to Webex current status. The other way around is not available.
Since many are relying on Outlook calendar for schedule management, having meetings from other apps or real-world meetings should be reflected in Webex according to the status in Outlook calendar.
For example if there is a booked meeting in Outlook(regardless of the app or real world meeting), Webex will go ahead and show status In a meeting/busy to indicate that the user is busy within that time period of the scheduled meeting, regardless if they have already joined(if the meeting is from another app).
I already sync my Calendar with webex cloud, it should be no problem to change my busy status when i have a meeting, regardless if it is a webex meeting or not.
this is done via expressway functionality.

This functionality existed in Jabber so is a backwards step/loss of functionality.

This is a required functionality ever since companies are thrown in a Dual Vendor environment. Companies don't see value anymore, they're seeing pricing. Since windows is a Microsoft proprietary OS, it changes the registry to its proprietary Ms Teams collaboration, and doesn't allow Cisco Jabber or Webex to pickup presence status updates from outlook calendar.
This is a required if webex wants to retain all its customers as in companies with users.
