Support OMEMO for End-To-End Encryption

Please support end-to-end encryption (E2EE) in Jabber by implementing OMEMO in clients and where necessary on the server as well. See https://xmpp.org/extensions/xep-0384.html

E2EE is nowadays an important part of the Internet and many 3rd party clients already support OMEMO.

Of course, this might interfere with "Third Party Compliance Server" setting in IM&P, but I think it can made on option whether or not E2EE is more important than external compliance servers.
