Add feature for directory connected sites to deactivate users in control hub for compliance reasons

We have encountered situations for hostile terms that require immediate deactivation of users for webex app and mobile. If they are still active in control hub, even after revoking toking, they can rerequest token and sign back in if they are still active in control hub.

There is no easy way to shut down access in this situation
